ကမာၻအရပ္ရပ္ရွိ ျမန္မာသံ႐ုံးမ်ားအေၾကာင္းေတာ့ (သိၿပီးသားေတြ) မေျပာလိုေတာ့ပါ။ သို႔ေသာ္ .. ဝင္ေငြခြန္၊ အျမတ္ခြန္ အစရွိေသာ အခြန္ မ်ားႏွင့္ ႏိုင္ငံျခားတြင္အလုပ္လုပ္ေနသူမ်ားအေၾကာင္းေတာ့ ေျပာလဲေျပာခ်င္..ေမးလဲေမးခ်င္လွ၍ အားလံုးသို႔ အိတ္ဖြင့္စာေပး လိုက္ရပါ သည္။ ဘဝတူေတြ၊ ကိုယ့္ထက္အေတြ႕အၾကဳံမ်ားသူေတြထံမွ အမွန္အကန္ခံစားေတြ႕ရွိခ်က္မ်ားရၿပီးလ်င္ေတာ့ သမၼတႀကီးႏွင့္ ျမန္မာႏိုင္ငံ ဘ႑ာအခြန္ဝန္ႀကီးတို႔ထံ အိတ္ဖြင့္ေပးရေကာင္းႏိုး အိတ္ပိတ္ေပးရေကာင္းႏိုး စဥ္းစားပါမည္။

၂၀၀၈ ခုႏွစ္ ႏွစ္လယ္ေလာက္ကျဖစ္ပါသည္။ ရန္ကုန္ၿမိဳ႕ ပုဇြန္ေတာင္ၿမိဳ႕နယ္ အခြန္႐ုံးသို႔ မိခင္အသက္ရွိစဥ္ လြန္ခဲ့ေသာဆယ္ႏွစ္ခန္႔က ျမန္မာ့အလွေဆာက္လုပ္ေရးမွ ထိုစဥ္က ေရာင္းသူမွ အခြန္ေပးေဆာင္ပါသည္ဆိုေသာ စာခ်ဳပ္ျဖင့္ဝယ္ထားခဲ့သည့္တိုက္ခန္းကို သား သမီးမ်ားအမည္ေျပာင္းရန္ႏွင့္ ေရာင္းရန္ အခြန္ကိစၥေမးျမန္းရန္ သြားခဲ့ပါသည္။ ထိုစဥ္က ၿမိဳ႕နယ္အခြန္မွဴး ဆိုသူ ဗိုလ္ႀကီး အပြင့္တင္ထားသည့္ စားေရးသူ၏ တူသားအရြယ္ပုဂၢိဳလ္ႏွင့္ေတြ႕ေသာအခါ ဝယ္ယူစဥ္က ေစ်းႏွင့္မဟုတ္ ယခုေပါက္ေစ်းျဖင့္ အခြန္ထပ္ေဆာင္ရမည္ဆိုပါသည္။ စာေရးသူမွာ ၂၀၀၆ မွ ၂၀၀၈ ႏွစ္ဆန္းအထိ မေလးရွားႏိုင္ငံတြင္ တရားဝင္ ၂ ႏွစ္စာခ်ဳပ္ျဖင့္အလုပ္လုပ္ခဲ့ၿပီး မေလးရွားအစိုးရအခြန္ဌာနသို႔ ၂၆% အခြန္ေဆာင္ရကာ တရားဝင္စာရြက္စာတမ္းမ်ား လက္ဝယ္ရွိပါသည္။ ကြာလာလမ္ပူ ျမန္မာသံ႐ုံးတြင္လည္း သတ္မွတ္ေပးထားသည့္ ႏႈန္းအတိုင္း ေပးေဆာင္ထားေသာ မေလးေရာက္ျမန္မာမ်ားေျပာေလ့ရွိသည့္ အဝါေရာင္အခြန္စာရြက္မ်ားလည္း အထပ္လိုက္ရွိပါသည္။ သို႔ ေသာ္ .. စာေရးသူ ႐ုိ႐ုိေသေသတင္ျပလာေသာ စာရြက္စာတမ္းအျပည့္အစံုကိုျမင္လိုက္သည့္အခိုက္ ထိုတူသားအရြယ္ အခြန္မွဴးက “ခင္ ဗ်ားတို႔ ဒါေတြက က်ဳပ္တို႔ ျမန္မာႏိုင္ငံအခြန္ဌာနကိုေဆာင္ထားတာ မဟုတ္ဘူး။ သံ႐ုံးကို ေဆာင္ထားတာ။ မေလးအစိုးရကို ေဆာင္ထားတာ။ ဘာမွတရားမဝင္ဘူး.. ဒါေတြလာျပမေနနဲ႔” ဟု ေျပာပါသည္။ ေျပာသည့္အသံႏွင့္ ဟန္ပန္ကိုေတာ့ ျမန္မာျပည္သူျပည္သားမ်ား ေတြးသာယူ ၾကပါေတာ့။

စာေရးသူမွာ .. အမိႏိုင္ငံေတာ္ကို (၂၂) ႏွစ္တိတိ ပညာသည္ဘဝႏွင့္ အလုပ္အေႂကြးျပဳၿပီး ဝန္ထမ္းအျဖစ္မွ တရားဝင္အနားယူကာ ျပည္ပ ထြက္၍ အလုပ္လုပ္သူျဖစ္ပါသည္။ အတူအလုပ္လုပ္ၾကေသာ အိႏၵိယ၊ ဂ်ပန္၊ အင္ဒိုးနီးရွားႏိုင္ငံသားမ်ားက မေလးရွားအစိုးရကိုသာ အခြန္ ထမ္းေဆာင္ရၿပီး မိမိႏိုင္ငံကိုလည္းေကာင္း မေလးရွားရွိ မိမိတို႔သံ႐ုံးကိုလည္းေကာင္း မည္သည့္အခြန္မွ်မေပးေဆာင္ၾကရပါ။ ျမန္မာသံ႐ံုးဖြင့္ ရက္တြင္ ခြင့္ယူ၍ အခြန္သြားေဆာင္ေလ့ရွိၾကေသာျမန္မာမ်ားကို ဘာေၾကာင့္ အခြန္ႏွစ္ထပ္ေဆာင္ရလဲ အျမဲေမးၾကပါသည္။ ေက်ာ္ေက်ာ္ ေအာင္ သိသလို အခြန္ႏွစ္ထပ္မေဆာင္ရေၾကာင္း ေတာ္ေတာ္မ်ားမ်ားသိၾကပါသည္။ ဤအေၾကာင္းကို ျမန္မာႏိုင္ငံအခြန္ဌာနတြင္ စံုစမ္းမိ ေသာ စကၤာပူမွ စာေရးသူ၏ မိတ္ေဆြ ပညာသည္တစ္ဦးမွာလည္း ေအာ္ဟစ္ေငါက္ငန္းခံရသည္ဟုၾကားဘူးထား၍ အထြန္႔မတက္ဝံ့ဘဲ ဆက္လက္ေဆာင္ရြက္ရပါေတာ့သည္။ ဘာေတြ ဆက္လက္ေဆာင္ရြက္ရသလဲဆိုတာေတာ့ ဒီေဆာင္းပါးႏွင့္တိုက္႐ုိက္မသက္ဆိုင္တာမုိ႔မေရးေတာ့ပါ။ ပညာရွိရင္ျဖင့္ သိၾကပါလိမ့္အမွန္ေတြးယူဆိုေသာ ေရႊဘိုသနပ္ခါးသီခ်င္းသာ ဆိုၾကပါေတာ့။

Double Taxation Agreement က်င့္သံုးမႈ၊ တရားဝင္သက္ေရာက္မႈမ်ား သိၾက ၾကံဳဘူးၾကလ်င္ အေတြ႕အၾကံဳေလးမ်ား မွ်ေဝေပးၾကပါ။ မည္သို႕မည္ပံု ေဆာင္ရြက္ရသည္ လမ္းညႊန္ေပးၾကပါ။ ျမန္မာႏိုင္ငံ အခြန္ဘ႑ာဌာနမွ ဝန္ထမ္းေကာင္းမ်ား ပညာရွင္မ်ား လူေကာင္းလူေတာ္ မ်ား ရွင္းျပေပးၾကပါ။

မိမိတိုင္းျပည္အတြက္ အခြန္ေပးေဆာင္ရန္ မေရွာင္မတိမ္းပါ။ မိမိတိုင္းျပည္သံ႐ုံးကိုလည္း သူတို႔သတ္မွတ္သည့္ႏႈန္းအတိုင္း ေပးေဆာင္ခဲ့ၿပီး ျဖစ္သလို မိမိအလုပ္လုပ္ရသည့္ႏိုင္ငံကိုလည္း ႏိုင္ငံျခားသားႏႈန္းအတိုင္း ေပးရၿပီးျဖစ္ပါသည္။

သို႔ေသာ္ အေထာက္အထားအားလံုးျပည့္စံုပါလ်က္ ဘာေၾကာင့္ ျမန္မာႏိုင္ငံ ရန္ကုန္ၿမိဳ႕ႀကီး ၿမိဳ႕လယ္ နယ္ေျမတစ္ခုမွ အခြန္မွဴးက ဒါေတြ တရားမဝင္ဘူးလို႔ေျပာခဲ့ပါသလဲ။

တရားဝင္က်င့္သံုးရမည့္ စည္းမ်ဥ္း စည္းကမ္းဥပေဒကို တရားဝင္ခ်မွတ္ၿပီးရင္ အားလံုးသိရွိလိုက္နာရမယ္ဆိုတာ ဘယ္ေနရာ ဘယ္ႏိုင္ငံမွာ မဆိုမွန္တဲ့ အမွန္တရားပါ။

တိုင္းသူျပည္သားမ်ား မသိေသးတာရွိလ်င္ တရားဝင္အမွန္အကန္ ေၾကညာေပးၾကပါ။ သိလ်က္ႏွင့္မလိုက္နာလွ်င္ အမွန္အကန္ အေရးယူ မည့္ အေရးယူပံုယူနည္းမ်ားလည္း အျခားႏိုင္ငံေတြမွာလို တရားဝင္လူသိရွင္ၾကား အသိေပးေၾကညာထားေပးပါ။

အားလံုး၏ မွ်ေဝခံစားမႈမ်ားကို ေက်းဇူးတင္ ေလးစားစြာေစာင့္ေမွ်ာ္ပါမည္။

    Should survey how many people want to say Myanmar/Bamar by themselves in foreign countries if possible ——some simply don’t want , some are forced by conditions to lie.

    Myanmar is now salivary bowl of other countries due to …………………..(very disgusted to say any more)

    Myanmar and U.K signed the Double Taxation Convention on 13 March 1950 which was later amended by a Protocol signed on 4 April 1951. Accordingly, Myanmars living and working in the U.K ( referring to those holding national passports) do not have to pay income tax to Myanmar Government after having paid their dues to the U.K Government. The procedure is- those who wish to go home for family visit, for renewal of passports etc, are to show their income tax slips and NI slips (national insurance deducted for health, pension and for other severances) to the Embassy together with their application. Funnily , the applicants must draw a table of gross income, net income, tax payable, and NI, by themselves. Then, the Embassy based in London will issue a letter saying that so-and-so person is not liable to the income tax payable to the Myanmar Government in accordance with the Double Taxation Convention( btw, they use “agreement” instead of Convention) signed by the two Governments.

    Said Convention ceased to be effective since 1997. As we all know, Ambassadors, the Embassy Staff didn’t know how to proceed- whom to contact for extension or to enter into a new arrangements. Fortunately for the Shwe Myanmars living in U.K, the Embassy is still issuing the same letters referring to the (now expired) Convention.

    Just sharing my limited knowledge, having lived in London.

      Thank you very much indeed for very helpful explanation to all of us who are paying 26pc tax to Malaysia government.
      I learned from other friends working in ASEAN countries that the Double Taxation Agreement is valid and applied by all ASEAN countries except Myanmar. Hopefully, Myanmar Embassy in KL understand should we put up this issue.
      My heartfelt thanks again for sharing your experience.

        I also have friends working in ASEAN countries. Some have very straight forward rules others are just like Myanmar. For example, for the Philippines, Thailand and Malaysians, in general, if they are outside their countries for more than 100 days, they don’t have to pay income tax. Philippines oversea workers send back family remittance which is the biggest national income for the country. Malaysia being the Commonwealth country, follows U.K system and have imposed double income tax regulations. However, for other countries like Laos, they have to pay certain fix amount of income tax to their own government.

          Thanks. How about Myanmar? Any advice where we could find official declaration or announcement regarding double tax regulation for Myanmars working in ASEAN countries. Like to follow the tax regulations laid by our government. It is not concern with the tax just for car import permit (currently interested by few people working abroad). Just want to be well informed what and how a citizen should do.

            according to this report, Myanmar only had Double Taxation Agreement with Singapore ( within ASEAN) and with U.K ( non-ASEAN). The problem Myanmars in Singapore are facing is probably because the inland revenue may not be aware of the existence of the agreement ( which is unlikely since approval from the Ministry of Finance was needed before signing such agreement) or the Embassy over there is collecting money for themselves:)

Honestly speaking, my current profession is far away from all these things like tax, rules, business etc. etc.The report I got from the link you have given is a guide for my ignorance.

    note down that Military officer who worked as Taxation officer.

    and complain to him.

    Nobody is to pay tax twice for a same period.

    That is because all embassies Singapore, Malaysia, and Australia and etc . including ambassador are thieves.

    REcently, ambassador from Canberra visited Sydney, Cabramatta suburb – a viatnam-chinese suburb for visit. and some Myanmar people saw him and bribed him Australian Dollar in envelope to him. Why ?
    Most likely , these people got permanent resident visa by applying as ‘ refugee / and or / visa based on humanitarian background ‘ . And their Burmese passport was stamped with ‘ Protection visa granted ‘ by Australian government.

    Even this new Australian ( Myanmar who had refugee visa x more than 4 years === now become Australian citizen ) .. The embassy asked his/her previous Myanmar passport and when saw that stamp .. they asked for ‘ bribery money ‘ to give Myanmar Visa.

    One woman paid about 1500 $. This is the true story and not bogus . But can not proof here. Now.. spread out this news. Especially for those in Myanmar government who were just granted visa to western countries. . .Did E. U . U S A know about how Myanmar Embassy ( Ambassador of Myanmar to Foreign countries ) is taking bribe from his ex Myanmar.

    In fact, whatever happened in the past, as long as he/ she is holding Australian passport, the ambassador / and its office does not need to take bribe.

    They should announce officially in TV/ RADIO/ internet website / by official spokepersons from immigration U Khin Yi ……….that such bribery is not there anymore . ..

    If they don’t think ‘ it is fit to issue visa ‘ …..Don’t issue it. That’s it. Dont’ just take money and issue visa. That is bribery and it is very dangerous for Myanmar.

    Such ambassador should be dismissed.
    No matter what Myanmar is saying bad things about West / Australia..let me tell you . this.
    This is not derogatory.
    Hope you all remember ‘ U Aye ‘ , an interpreter who interpreted for Khin Nyunt in Myanmar TV in 88 -89 -90 . He worked at that time in Foreign Ministry in Yangon . He was the interpreter , between Bertil Litner and Khin Nyunt. He later became Ambassador to Australia after 1990. You know what. He tried to get myanmar doctor to marry his daughter to become Australian Permanent resident. That doctor name is Dr. Ohn Nyunt.
    His son was visiting Myanmar people houses in Canberra taking a lot of favours from Myanmae people . especially from Mon Ethnic in Canberra. He retired now.

    What I want to point out here is …’ Myanmar government ( Military ) , lately by U Ko Ko ( Internal Affair Ministry ) who said, Myanmar young people went to work in foreign countries because they do not love their country ‘ …..Bloody bullshit. Blood bullshit.

    Remember, on the one end, they propagate that they love Myanmar and send their sons and daughters and relative to become Australian Resident / U S residents etc .. and on the other hands, they are saying to people in Myanmar .. ‘ they are against these bloody West and etc ‘ ..
    There are many many military and high ranked brass relative here in West. I am not criticizing for that they are in West. But they are living by themselves in West for their general well being using the smuggling property ( jade, gold and all sorts of Foreign currency ) . that is still fine. . but do not obstruct the other Myanmar people to do the same way. ESPECIALLY TAKING THE BRIBES IN MALAYSIA / SINGAPORE / AND AUSTRALIA .
    The media ( VOA/ BBC/ R F A . they should ask those things about to current government and tell them to ‘ declare there will be no bribes in Myanmar Embassy ‘ . to take serious action against whoever ‘ give and receive ‘ bribe. If not fit to issue, visa should not be issued. If fit, issue without any bribes. There is no place for issuing visa with bribes.

    One more story is Than Shwe’s daughter ? when worked in Singapore, she had been given a lot of ‘ TAX ‘ by Embassy staff that robbed from Myanmar workers in Singapore who worked with their ‘ blood, sweat and tears ‘ .

    Thu doth Moh Loth – Myoe Kya Lay Tae ‘ .. Ma Ta Dar Yay Zar.

    The above message is ‘ not for derogatory reason’ , We can not provide ‘ solid proof ‘ here . But it is somewhat true. No makeshift history. Ask U AYE, Gen Ko Ko who said such words and current Myanmar Ambassador to Australia – who just visited to Sydney a few months ago to collect ‘ bribed money ‘ from Myanmar community.

    One of my friend lives in Australia and already Australia citizen. Before she apply visit visa she had to return original Burmese passport to Burmese Embassy (in Australia ). But when she apply for visit visa fast time, Burmese Embassy ask AU$ 750 plus AU$ 65 for visa fee.When she asks to Embassy do you know what did they say ” for Burmese pass port ” if she don’t give AU$ 750 she won’t get visit visa.Her pass port was just Burmese visit pass port and she can’t use it any more and she is already Australian citizen. U Thein Sein said “clean government” Where is clean government ? Burmese government is still the same and still stealing money from people.If some thing happen to the Burmese people out side of the Burma I don’t think Burmese Embassy won’t help only they know about stealing money from people.They never work like us and we work so hard to get the money and they don’t .I think because they want money for them funeral .
